AGF Abubakar Malami

A Non Governmental Organization, Advocacy for Better Leadership and Sustainable Rural Development Initiative (ABLE) has commended the Attorney General of the Federation and Minister of Justice, Mr. Abubbakar Malami for his contribution to the recent recognition of Local Government as the third tier of government.

The group in a world press conference held in Abuja Thursday addressed by its National Coordinator, Comrade Uche Madu Destiny, noted they were persuaded that when fully implemented, Local Governments essentially would simulate the conditions for a Youth leadership renaissance within the framework of the context for a generational leadership power shift, to effectuate into all the economic windows at the grassroots been given smooth sail to attain their full resource potential.

Destiny informed they have equally stretched their imagination to appreciate the truism that the rural folks particularly the Youth, farmers, retired civil servants from all the occupations and social groups would be able to access microcredit for their variegated business ventures, whilst gaining from their myriad specialties which when veritably situated shall go a long way in stemming the rural/urban migration.

Continuing, Destiny said in their well informed pleadings, they had canvassed for the abrogation of two breaches to wit, Firstly, that the direct disbursement of funds by Governors to democratically elected local government councils detract from and is not consistent with the provisions of the constitution of the federal republic of Nigeria to wit Sections 7 subsection 1, section 162 subsection 3 and subsection 5.

He maintained they also clarified that the direct disbursement of funds by Governors contravenes sections7,13, and 14 respectfully in respect of appointed local government caretaker Chairmen and Administrators.

He therefore, submitted that their principled position on the issue and the ongoing enactment of the Constitutional Alteration Local Government Bill 2001, recently passed by the Senate of the Federation of Nigeria gladdened their hearts and fortified the belief that the visionary progressive President Muhammadu Buhari administration guided by Abubakar Malami as the Chief Law Officer of the Federation in tandem with the other two coequal, coordinate arms of government were on the same page with the people of Nigeria.

it could be recalled that National Assembly Constitutional Review Committee recently voted massively to make Local Government Council the third tier of government.
